HousinQ• Use of existing housing stock, green and affordable housing and historic preservation.
Local Food Svstems: Urban agriculture, farmers markets, food waste reduction and hunger relief and
local entrepreneurial and nonprofit food processing initiatives.
Human Dignitv: Homelessness, perception of safety and ability to meet basic needs.
Municipal sustainabilitv: energy efficiency and renewable energy in municipal buildings, green
purchasing practices, fuel efficiency and alternate fuel vehicles, Inventory of existing ordinances.
Why is sustainability p[anning important? The sustainability plan enables the City to coordinate efforts,
track progress and focus energies on the sustainability issues. It will act both as a guidance document as
well as foundation for the reporting system to the community.
City has issued a request for proposal (RFP) for the creation of the Decatur Area Sustainability Plan and
received twenty three (23) proposals from across the nation. Staff from various City departments and
Agricultural Watershed Institute (AWI) made up the evaluation team. Five (5) teams were interviewed
and after careful consideration the evaluation team recommends Teska for the job.
Teska partnered with Center for Neighborhood Technology (CNT), a non-profit organization to propose
for the Decatur Area Sustainability Plan. The team offered services above and beyond what was asked
for in the RFP. Evaluation committee strongly believes that the teams experience in creation and
implementation of various sustainable programs, the unique partnership of the private and nonprofit
organization will help the City's in further extending our sustainability planning dollars.
The team has approximately 6 months to complete the sustainability planning process. While a
sustainability plan along with an action plan is the final deliverable, following are the intermediate
deliverables
1. A dedicated project website. This website will act as a one stop shop for residents, business and
visitors of Decatur. It will include the sustainability planning process, ongoing sustainability
activities as well as information on federal, state and local program and incentives on
sustainability.
2. A baseline survey of the various metrics both at the municipal and community level. This
baseline analysis will act as a reporting system for the community on the progress of the City's
sustainability efforts.
3. A draft sustainability plan and action plan.
POTENTIAL OBJECTION: None
INPUT FROM OTHER SOURCES: N/A
STAFF REFERENCES: If Council members have questions they may contact Vasudha Pinnamaraju at
424-2778 or vpinnamaraju@decaturil.gov.
BUDGET/TIME IMPLICATIONS: Since the projects are funded with stimulus monies, the funds
should be obligated within 18 months from the date of award.
