. r .
COUNCIL COMMUNICATION FORM
PURCHASING& INTERNAL SERVICES MEMORANDUM
#10-13
February 3, 2010
TO: Honorable Mayor McElroy and City Cou il
FROM: Ryan P. McCrady, City Manager
Ron Neufeld, Financial Management Director
' Deborah M. Perry, Purchasing Supervisord
SUBJECT: Purchase of utility vehicle
SUMMARY RECOMMENDATION: Staff recommends awarding contract to Miles
Chevrolet to furnish one (1) 2010 Chevrolet full size utility vehicle. i,
BACKGROUND: The utility vehicle will be used by the Police Department as a K-9 unit. The
new unit will replace a 2005 Chevrolet Tahoe currently in service with 74,000 miles and 6000
engine hours. The K-9 units have a high amount of idle time on the engines since the vehicle
must be kept running when it is parked with the police dog inside it. Fleet Maintenance
estimates that 25% or 1500 of the engine hours are idle time. According to General Motors an
hour of idle time on an engine is equal to 33 odometer miles. If that is the case, the estimated
engine miles are closer to 123,500. The old utility vehicle will be sold at a later date.
Miles Chevrolet received the State of Illinois bid for 2010 full size utility vehicles. The City of
Decatur is allowed to purchase vehicles from this agreement.
POTENTIAL OBJECTION: None
INPUT FROM OTHER SOURCES: Police Department requested the vehicles. Fleet
Maintenance wrote the bid specifications.
STAFF REFERENCE: Richard Marley, Public Works Director, 424-2747. Richard will be at
the council meeting to answer any questions the council may have about this purchase.
BUDGET: $25,879.20 from Equipment Replacement Fund.
