Mass Transit Memorandum
No. 121009-1
December 10,2009
TO: Honorable Mayor McElroy and City C uncil Members
FROM: Ryan P. McCrady, City Manager
Paul McChancy, Mass Transit Administrator , .
, jH
SUBJECT: Purchase Order for a Transit Bus Transmission Rebuild
SUMMARY Staff recommends that Council adopt a Resolution awarding a
RECOMMENDATION: Purchase Order for the complete rebuild of a Transit bus trans-
mission to the lowest bidder: Mid-States Transnission Service.
BACKGROLTND: The Transit System's maintenance department is not qualified to
do bus transmission overhauls. That work is sent out to private firms
that specialize in these repairs. The lowest bidder for this type of
project is determined by getting quotes from various firms in Illinois
for their base price to rebuild this model transmission. Once the
lowest bidder is determined and approved, the transmission will be
shipped to that firm for inspection. Based on the inspection, the firm
will then determine the price for all of the repairs that are found to be
necessary. The following"base price"bids were received:
Mid-States Transmission Service (Addison, IL) - $5,250.00
Transit Power(LaGrange, IL) - $7,500.00
The lowest bidder, lVlid-States Transmission Service, has done trans-
mission repairs for the Transit System in the past and maintenance staff
is confident that the firm is qualified and capable of doing this work.
Based on experience with this model transmission and experience
with this company, Transit's Maintenance Superintendent estimates
that the total cost of the rebuild will not exceed $7,000. Therefore,
staff recommends that a not to exceed price of$7,000 be placed on
the Purchase Order for this work.
POTENTIAL No objections are expected.
OBJECTION:
INPUT FROM James Gillum, Maintenance Superintendent
OTHER SOURCES: Decatur Public Transit System
STAFF REFERENCE: Paul McChancy, Mass Transit Administrator
BUDGET/TIME The cost of the work is a normal operating expense that is part of the
IMPLICATIONS: current budget. No additional staff time is required.
