MANAGEMENT SERVICES DEPARTMENT
MIS DIVISION
Memorandum No. 2009-09
December 14, 2009
MEMO TO: Honorable Mayor McElroy and City Co cil
FROM: Ryan P. McCrady, City Manager
Randy Aldrich, Manager, MIS Division '
Brad J. Boesdorfer, Senior Systems Analyst, MIS Divisi

SUBJECT: Extension of Aqreement for Mappin Services
SUMMARY RECOMMENDATION: Staff recommends that Council approves extending
the contract performance period for GPS and mapping services with Eastern Illinois
University.
BACKGROUND: In December 2006, November 2007, and April 2008, the Council
passed Resolutions R2006-190, R2007-223, and R2008-54, respectively, to have
Eastern Illinois University (EIU) GPS and map City water and sewer infrastructure. Each
agreement set forth different infrastructure hardware, such as fire hydrants, sewer
manholes, water valves, etc., to be mapped and inventoried with GPS equipment.
At the time the agreements were approved, the number and locations of infrastructure
was estimated with the best information available. As work progressed, discrepancies
between some features found in the field and those shown on older maps created the
need for a second group of contractors to locate and verify specific structures and
provide quality assessment/quality control. The coordination between EIU and the
reviewing contractors has been acceptable to the project staff; however the added time
for review has pushed the completion of this project beyond the initial agreement period
of performance.
The attached amendments extend the end date of the initial EIU agreements to
December 31, 2010. No additional work or funding is required for this extension, and the
project is expected to be completed in the spring of 2010.
It is staff's recommendation that Council approve extending the agreement period for
Eastern Illinois University to GPS and map water and sewer infrastructure.
POTENTIAL OBJECTIONS: None anticipated.
INPUT FROM OTHER SOURCES: None.
STAFF REFERENCE: Brad J. Boesdorfer, Senior Systems Analyst, MIS 450-2218.
BUDGET/TIME IMPLICATIONS: No funding is required.
1
