We recommend that the City reject the bid received. <br /> It was discovered during the bidding process that some of the design criteria in the specifications <br /> for the replacement cylinders required performance beyond the settings for the existing hydraulic <br /> system. The primary issue was the specification of 5,000 psi design pressure for the cylinders, <br /> while the existing cylinders currently operate at a working pressure of 500 psi. <br /> It is our understanding that some of the potential bidders were unable to meet the design criteria <br /> and unable to bid. The bid received from Douce-Hydro is approximately $100,000 more than <br /> the City's estimate for the cylinder procurement.
