DEPARTMENT OF WATER MANAGEMENT
Memorandum No. 2009-22
October 28, 2009
TO: Honorable Mayor McElroy and City Cpuncil

FROM: Ryan P. McCrady, City Manager A
Keith D. Alexander, Director of Water Management j.-
l \
SUBJECT: Emergency Water Main Repair on Lincoln Park Drive
SUMMARY RECOMMENDATION:
Council approve the attached resolution approving an expenditure of $5,220.00 with Entler
Excavating Co. for an emergency water main repair on Lincoln Park Drive downstream of the
Lake Decatur dam near the Illinois Central Railroad Bridge.
BACKGROUND: II
On June 30, 2009, City staff became aware of an 18" diameter water main failure on Lincoln
Park Drive downstream of the Lake Decatur dam near the Illinois Central Railroad Bridge. The
main is a critical part of the water distribution system and is approximately 12' deep. This
required major excavation and shoring to repair the pipe, which was beyond the scope of work
normally performed by City staff due to the additional equipment required for an excavation of
this depth. Emergency repairs were authorized by City staff to Entler Excavating Co., a reliable
and experienced local contractor that was available at the time to perform the work, which began
on July 1. The main was back in service on July 2 with all repairs completed by July 3. A copy
of the invoice, which was not delivered to the City until recently, is attached.
POTENTIAL OBJECTION:
There are no known obj ections to this request.
INPUT FROM OTHER SOURCES:
Department of Public Works, Engineering Division.
STAFF REFERENCE:
Keith Alexander, Director of Water Management, 424-2863 or kalexander(adecaturil.gov
Randy Miller, Water Services Manager, 875-5704 or rmiller(a,decaturil.gov
BUDGET/TIME IMPLICATIONS:
The expenditure for this work is $5,220.00 and is currently allocated in the Water Operating
Fund.
Attach: 2
cc: Randy Miller, Water Services Manager
Matthew C.
