Perry, Purchasing Supervisor d�Q <br /> SUBJECT: Landscape Waste Disposal Bids <br /> SUMMARY RECOMMENDATION: Staff recommends awarding a contract to R & R Services of <br /> Illinois, Inc. for landscape waste disposal services listed on Exhibit A. The contract period will be <br /> from October 6, 2009—October 5, 2012. <br /> BACKGROUND: The material or waste for this service is generated from City operations only, and <br /> not from other private businesses working with the City. The type of landscape waste materials <br /> generated includes the following: <br /> - Unchipped tree trunks and limbs <br /> - Unchipped brush and undergrowth <br /> - Tree stumps and logs removed from Lake Decatur <br /> - Leaves collected from City streets and properties <br /> - Miscellaneous landscape waste from flower beds and planting areas <br /> - Tree and brush chips. <br /> This is a year round contract with the peak season occurring between October 15 — January 15 of the <br /> following yeaz. During the peak season, which involves leaf collection, the highest concentration of <br /> landscape waste must be transported and disposed of by City crews. Currently, the leaves on City <br /> streets are collected by street sweepers and dumped into trucks for transport and disposal. <br /> R & R Services intends to combine the City's landscape waste with other wood products and make <br /> bio-fuel products. Staff has contacted the Macon County Solid Waste Coordinator to determine if <br /> Illinois EPA permits are required. Since R & R does not compost the landscape waste they are not <br /> regulated by the Illinois EPA. R & R Services accepts landscape waste from the City of Peoria. The <br /> City Forester of Peoria highly recommends R& R Services for this service. <br /> R& R Services has provided the City with the necessary bonding requirement. <br /> POTENTIAL OBJECTION: None � <br />
