PUBLIC WORKS MEMORANDUM
No. 2009— 89
DATE: September 14, 2009
TO: Honorable Mayor McElroy and City uncil Members
FROM: Ryan P. McCrady, City Manager ` ` C )
Richard G. Marley, P.E., Public Works Director V
SUBJECT: Sanitary Sewer Flow Metering Equipment Purchase Approval
SUMMARY RECOMMENDATION:
Staffrecommends that the City Council approve the attached resolution authorizing the
expenditure of$20,475 to purchase flow metering equipment for the sanitary sewers.
PRIOR COUNCIL ACTION:
No prior action has been taken on the acquisition of flow monitoring equipment.
BACKGROUND:
Many of the City's sanitary sewers have capacity problems during rainfall events. This is caused
by a variety of factors including leaking joints and manholes, illegal sump pump connections,
illegal downspout connections, unknown storm inlet connections, etc. Flow monitoring during a
storm event is a critical element in locating problem areas and determining solutions to reduce
storm water infiltration into the system. An immediate need is to determine the wet weather
capacity of the sanitary sewer system that will be accepting the discharge from the upgraded K-
Mart Pump Station. Flow monitoring is needed to make this determination.
The City has used flow meters for years as part of its sewer maintenance program. The current
four Marsh-McBirney flow meters owned by the city were purchased as pre-owned units over 8
years ago and are no longer functional. The units are estimated to be 10 years old and cost
prohibitive to repair.
Public Works staff has received a quote of$20,475 from Heartland Controls for Marsh-
McBirney flow metering equipment. The detail of the proposed equipment purchase is
presented in Table 1.
Page 1
