McCrady, City Manager ,1
Richard G. Marley, P.E., Director of Public Works (
SUBJECT: Agreement with Hanson Professional Services, Inc. for 2009, 2010 an
2011 Annual Dam Inspections
SUMMARY RECOMMENDATION:
It is recommended that the City Council approve the attached resolution authorizing an
agreement with Hanson Professional Services, Inc., (Hanson)to conduct the 2009, 2010 and
2011 Annual Dam Inspections for Lake Decatur Dam and the Dredging Sediment Storage
Facility for a fee not to exceed $30,900.
PRIOR COUNCIL ACTION:
September 17, 2007 — Council approved Resolution R2007-181 authorizing an agreement
with URS Corporation for the 2007 Annual Dam Inspections of Lake Decatur Dam and the
Dredging Sediment Storage Facility in Oakley Township for a cost not to exceed $14,000.
October 6, 2008 — Council approved Resolution R2008-167 authorizing an agreement with
Homer L. Chastain & Associates, LLP for the 2008 Annual Dam Inspections of Lake
Decatur Dam and the Dredging Sediment Storage Facility in Oakley Township for a cost not
to exceed $17,850.
BACKGROUND:
This is an annual inspection required by the State and has previously been approved by City
Council yearly. It is stafs recommendation to enter into a three year agreement for annual
inspections with Hanson as they are the lead engineers over the City's multiyear dam repair
project. After this three year project is complete, staffwill recommend selecting a different
firm for a follow-up three year inspection project. The purpose in changing inspectors on a
regular basis is to obtain a fresh perspective on the condition of the dam.
The Illinois Department of Natural Resources, Office of Water Resources, requires an annual
inspection of all dams and preparation of an inspection report. The inspection is to be
performed by a qualified licensed engineer. This requirement applies to the Lake Decatur
Dam and the Dredging Sediment Storage Facility in Oakley Township. Hanson has
submitted a proposal to conduct inspections of the facilities and prepare the inspection
reports for 2009, 2010 and 2011, for a fee not to exceed $30,900.
Page l
