COUNCIL COMMU1vICATION FORM
PURCHASING &INTERNAL SERVICES MEMORANDUM
#09-60
August 27, 2009
TO: Honorable Mayor McElroy and City Co cil
FROM: Ryan P. McCrady, City Manager
Ron Neufeld, Financial Management Dire tor
Deborah M. Perry, Purchasing Superviso
SUBJECT: Bids on Roof Repairs—Dewitt County Well Houses
SUMMARY RECOMMENDATION: Staff recommends awarding contract to Top Quality
Roofing Company to furnish roof repairs to the Dewitt County well houses.
BACKGROUND: The Dewitt well houses were built in the early 1990's. T'he well houses
contain the well pumps that are used to pump water from the Mahomet Aquifer when the lake
level is low or there are drought conditions.
The roofs on the eight houses are original. When it rains, the roofs leak and water drips onto the
electrical panels and pumps in the well houses, making the roof repairs a necessity.
The low bid submitted by J.J. Swartz Company was not responsive since no bid bond was
submitted for the project.
The second low bid of Top Quality Roofing Company provided the City the necessary bonding
requirement. Top Quality recently completed a roof project at the William Street pump station.
POTENTIAL OBJECTION: None
INPUT FROM OTHER SOURCES: Water Production requested the roof repairs and also
wrote the specifications.
STAFF REFERENCE: Keith Alexander, Director of Water Management, 424-2863. Keith
will be at the City Council meeting to answer any questions the council may have about this
purchase.
BUDGET: $52,750 from the Water Non Lake Capital Fund.
