COUNCIL COMMUNICATION FORM
PURCHASING & INTERNAL SERVICES MEMORANDUM
#09-59
August 24, 2009
TO: Honorable Mayor McElroy and City Council
FROM: Ryan P. McCrady, City Manager
Ron Neufeld, Financial Management Director
Deborah M. Perry, Purchasing Supervisor(
SUBJECT: Bids for thermal imaging camera
SUMMARY RECOMMENDATION: Staff recommends awarding contract to AEC Fire &
Safety to furnish one (1) MSA Evolution 5200HD2 series thermal imaging camera and charger.
BACKGROUND: This equipment will be used by the Fire Department to replace a 10 year old
camera currently in use. Federal law requires the Fire Department to have a crew of firefighters
designated as a Rapid Intervention Team anytime they enter a burning structure. Currently, the
last fire company arriving at the scene of a structure fire is the designated RIT company. The
RIT company needs to have tools to perform emergency rescue of any trapped firefighters.
The tools consist of thermal imaging cameras, RIT packs, saws, and other tools deemed
necessary. The Fire Department purchased three thermal imaging cameras in June of this year
through the Assistance to Firefighters Grant (AFG) program. There is still some grant money
available which will go toward a portion of this purchase. The balance will come from the Fire
Department budget.
POTENTIAL OBJECTION: None
INPUT FROM OTHER SOURCES: The Fire Department requested the camera and
recommends approval of the bid.
STAFF REFERENCE: Matt Sekosky, Fire Chief, 424-2811. Jeff Abbott, Deputy Fire Chief,
424-2811. Matt will be at the council meeting to answer any questions the council may have
about this purchase.
BUDGET: $3910 from the Firefighters Grant Program
$3739 from the General Fund
