Anderson Plaza <br /> Decatur, IL 62523 <br /> Mayor McElroy: <br /> This letter is to con�rm engagement of professional services by the City of Decatur for <br /> professional consultation and preparation of a Five-Year Consolida.ted Plan. <br /> This engagement will begin immediately upon execution of this ageement. The target date for <br /> completion of the engagement is March 10,2010. I understand that the Plan must be received by <br /> the U.S. Department of Housing and Urban Development(HUD)by March 15,2010. <br /> Scope <br /> The scope of the project is detailed in Attachment A dated August 11, 2009, which is hereby <br /> incorporated into and made a part of this agreement. Any amendments to the"Deliverables and <br /> Timeline"or payment schedule will be shown following the signatures to this agreement and <br /> initialed by both parties. <br /> Confidentiality <br /> During this engagement I may have access to proprietary and other confidential information. <br /> Therefore, I agree to hold such material and information in strictest confidence, not to make use <br /> of it other than for the performance of this engagement, and not to release or disclose it to any <br /> other party unless you agree to such release or disclosure. <br /> Fees and Billings <br /> The cost of the engagement is $9,000. This includes the preparation and delivery to the City of a <br /> draft 5-Year Consolidated Plan for consideration by the City Council and the general public,and <br /> completion of the final document for submission to HLJD. I will prepare and submit an invoice <br /> for my work at the completion of each of three phases of the project: research(33.3%), draft <br /> plan(33.3%), and final document(33.3%). Full payment is expected within 30 days of each <br /> invoice. After 30 days, interest will accumulate on any unpaid balance at the rate of 1.5%per <br /> month. <br /> This price is based on the cooperation and timely and complete delivery of requested materials <br /> and information to me by the City of Decatur, including its staff. Meetings and reporting are <br /> included in the scope of this engagement. Vehicle travel within Macon County is included in this <br /> price. Some predevelopment activities may take place PRIOR to finalizing this contract. <br /> Postage, duplication, printing, and materials(other than plain paper and printer ink)will be <br /> incurred by the City. Should any fees or timetable need to be adjusted,I will discuss such <br /> changes and the reasons why they are necessary prior to your incurring additional expenses. <br /> 1 <br />
