Irons, Assistant Director of EUD/Neighborhood Outreach Manager <br /> DATE: September 8, 2009 <br /> SUBJECT: Consultation and Preparation of 5-Year Plan Consolidated PIan <br /> SUMMARY RECOMMENDATION: Staff recommends approval of the attached Resolution <br /> authorizing an Agreement with Teresa Cunningham for$9,000. <br /> BACKGROUND: The Department of Housing and Urban Development (HUD) requires <br /> participating jurisdictions to plan and coordinate resources and submit a Five-Year Consolidated <br /> Plan. The Consolidated Plan documents the City's proposed five-year goals, objectives and activities <br /> as they relate to spending of its federal Community Development Block Grant and HOME <br /> allocations. There will be a series of community meetings to gather information along with public <br /> hearings. Teresa Cunningham has worked with federal programs, and has experience specifically <br /> related to HOME and CDBG funding. She has been involved with prior Consolidated Plan <br /> preparations and is readily capable to assist with the timely development of the plan. <br /> POTENTIAL OBJECTION: No none objectors. <br /> INPUT FROM OTHER SOURCES: N/A <br /> STAFF REFERENCE: Should the City Council have any questions, they may contact Richelle D. <br /> Irons at(217) 424-2864 or e-mail: rirons(c(c�decaturil.�ov. <br /> BUDGET TIME IMPLICATIONS: The Professional Services Contract will be paid out of the <br /> CDBG Administration Fund. <br />
