Director of EUD/Neighborhood Outreach Mngr. �r <br /> SUBJECT: CDBG-R Funding Approval/Agreement <br /> RECOMMENDATION: Staff recommends approval and authorization of the <br /> agreement for Community Development Block Grant Recovery (CDBG-R) funds for FY <br /> 09-10. The U. S. Department of Housing and Urban Development reviewed and <br /> approved the City's application for the CDBG-R allocation of$407,376. <br /> BACKGROUND: In accordance with the guidelines set forth under the American <br /> Recovery and Reinvestment Act of 2009 (Public Law 111-5, February 17, 2009), the <br /> Neighborhood Redevelopment Division submitted an application for the use of the <br /> $407,376. The approved funding allocation will be used for the replacement of sidewalks <br /> and ramps in the targeted area known as the "Weed-N- Seed Area" and associated <br /> administrative costs up to $2,000. The City Council was provided information on the <br /> CDBG-R program in June 2009. <br /> The Substantial Amendment to the Consolidated Plan/2008 Action Plan for the <br /> Community Development Block Grant Recovery is posted on the City of Decatur <br /> website: www.ci.decatur.il.us/. The CDBG-R program requires the funds to be <br /> expended by September 30, 2012. Contingent upon the fund award date, assuming no <br /> material or weather delays, the city targeted the completion of the project by the <br /> beginning of 2010. <br /> POTENTIAL OBJECTIONS: Staff is not aware of objections. <br /> INPUT FROM OTHER SOURCES: Comments and information were secured through <br /> public notice and comment period as well as a public meeting held Apri127, 2009. <br /> STAFF REFERENCE: Should the City Council have any questions, they may contact <br /> Richelle D.
