A summary of the
deliverables is described below and the proposed agreement amendment with scope breakdown
is attached herein.
1. Funding Supplement to the Stormwater Master Plan
This document will discuss the various funding mechanisms that can be employed to
fmance significant stormwater improvements in the City of Decatur. The funding
review will consider conventional revenue sources, special assessments and a
stormwater utility. Because the stormwater utility is a relatively new funding concept,
considerable discussion will be made on topics such as enabling legislation, policy
issues and administrative considerations. Some key work items are:
1. Develop cash flow schedules for funding capital and maintenance projects
2. Review and analyze the ability of the various funding mechanisms to fund
capital and maintenance projects. These funding mechanisms will first look at
reallocating current capital funds followed by investigating sales tax, property
taxes and user fees.
3. Produce a supplement to the Stormwater Master Plan, Phase 1, which will
discuss the funding analyses.
4. Present the Stormwater Master Plan Supplement to the City Council.
2.Revised Storm Drainage Policy
This work will include updating the City of Decatur's Storm Drainage Policy that was
adopted in 1993. It will incorporate CDI's recommendations from the Stormwater
Master Plan Phase I report and include guidelines for private property drainage. City
staff will perform much of the initial research efforts for the update and Clark Dietz will
provide the following services:
1. Provide guidance on drainage policy technical requirements
2. Assist the City in meeting with developers and engineers to review potential
changes to the policies and standards.
Page 2
