.
, ,
COUNCIL COMMUNICATION FORM
PURCHASING&INTERNAL SERVICES MEMORANDUM
#09-53
July 31, 2009
TO: Honorable Mayor McElroy and City Council
FROM: Ryan P. McCrady, City Manager
Ron Neufeld, Financial Management Director
Deborah M. Perry, Purchasing Supervisor,'
SUBJECT: Bids for water tank inspection
SUMMARY RECOMMENDATION: Staff recommends awarding contract to Pittsburgh
Tank and Tower to furnish water tank and influent flume inspections.
BACKGROUND: The inspections will be done to the interior of the two potable water tanks,
which are a 7.5 million gallon water reservoir at the South Water Treatment Plant, and a 5
million gallon water reservoir at E. William Street, and also on the 300 foot long filter influent
flume at the South Water Treatment Plant. The inspections will help determine if there are any '
problems with structural integrity, or accumulation of biofilm or sediment inside the three
structures. In addition, IEPA regulation requires the inspections. The water plant is in operation ',
24 hours, seven days a week so it will be easier to have the inspections done by a remote
controlled robot rather than a human diver. The water reservoir at the South Water Treatment
Plant and the flume have not been inspected since 1988. The interior of the water tank at
William Street was inspected in 1999.
POTENTIAL OBJECTION: None
INPUT FROM OTHER SOURCES: Water Management requested the inspections and wrote
the specifications.
STAFF REFERENCE: Keith Alexander, Director of Water Management, 424-2863. Keith
will be at the meeting to answer questions the council may have about this purchase.
BUDGET: $11,500.00 from the Water Fund.
