Marley, Director of Public Works ( C-� � I SUBJECT: Emergency Repair McKinley Avenue Culvert SUMMARY RECOMMENDATION: It is recommended by staffthat the City Council approve the attached resolution approving the expenditure of$27,983 for the emergency replacement of a collapsed culvert north of McKinley Avenue at Graceland Avenue, and that the Mayor be authorized to sign said resolution, and the City Clerk to attest. BACKGROUND: A large 5' wide by 4.5' tall arched concrete culvert that lays north of McKinley Avenue at the intersection of McKinley Avenue and Graceland Avenue has experienced structural damage. In January 2008, the Sanitary District of Decatur informed the City of Decatur that the downstream end of the McKinley Culvert had developed a large hole in the invert (floor)of the pipe. At the time this was found, the rest of the culvert was in good structural shape. The City included a repair to the culvert in the 2008 Various Storm Sewer Improvements Project that was advertised, bid and awarded to Barr& Robison Sewer and Excavating, Inc., in Spring 2009. During the bidding process, the City found that a portion of the culvert walls had collapsed. The repair project was no longer valid and was removed from the Various Storm Sewer Repair project. The culvert outlets to a tributary of Spring Creek immediately adjacent to a combined sewer overflow station owned by the Sanitary District of Decatur. There are also several other sanitary sewers in the vicinity. The culvert runs under a vacated railroad right-of-way with a large embankment and is approximately 18' feet deep at the highest point of the embankment. If a major collapse were to occur, the movement of the embankment could undermine the integrity of the nearest sanitary sewer pipe in that area. The City contracted with Barr & Robison Sewer and Excavating, Inc. to replace the culvert through an emergency declaration, signed by City Manager McCrady on June 17, 2009. The contractor's work commenced on July 24 after delivery of the required pipe material and was completed on July 31, 2009. Page � 1
