Mass Transit Memorandum <br /> No. 072209-1 <br /> July 22,2009 <br /> TO: Honorable Mayor McElroy and City ouncil Members <br /> FROM: Ryan McCrady, City Manager <br /> Paul McChancy, Mass Transit Administrato�.J,�,,�� <br /> SUBJECT: FTA Operating Assistance Grant for FFY-2009 <br /> SUMMARY Staff recommends that Council approve a Resolution to authorize <br /> RECOMMENDATION: the filing of an application for federal operating assistance for <br /> FFY-2009 in the amount of$628,654. <br /> BACKGROUND: Every year the Federal Transit Administration (FTA) apportions <br /> grant funds to each metropolitan transit system. In January <br /> Congress approved only partial funding for the fiscal year, limiting <br /> Decatur's apportionment to $573,398. City Council approved the <br /> filing of an application for federal operating assistance, and the <br /> City has already drawn down that amount. Congress has now <br /> authorized the release of the remaining funds for FFY-2009 and <br /> FTA has apportioned an additional $847,599 to Decatur. Based on <br /> the Transit System's actual revenues and expenses for the fiscal <br /> year ending June 30, 2009, staff recommends that a grant appli- <br /> cation be submitted to FTA requesting$628,654 in additional <br /> operating assistance. This would bring the total FTA operating <br /> assistance for the year to $1,202,052. <br /> Staff also recommends that the remaining $218,945 be retained <br /> for a future capital project(s). Since FTA indicates that a second <br /> round of American Recovery and Reinvestment Act (ARRA) <br /> grants is possible, the exact use of the remaining funds will be <br /> determined after the final ARRA funds are awarded. <br /> POTENTIAL There are no known or expected objections to this grant <br /> OBJECTION: application. <br /> INPUT FROM Richard Foiles, General Manager, DPTS <br /> OTHER SOURCES: <br /> STAFF REFERENCE: Paul McChancy, Mass Transit Administrator <br /> BUDGET/TIME The requested FTA operating assistance grant funds require a <br /> IMPLICATIONS: 50/50 match. The local match would be made up of farebox <br /> revenues and state operating funds already awarded to Decatur. <br />
