Public Works Memorandum
 NO. 2009-67
DATE: July 27, 2009
TO: Honorable Mayor McElroy and City Council
FROM: Ryan P. McCrady, City Manager F^'"
Richard G. Marley, P.E., Director of Public Works `'/,,'
7
SUBJECT: Manhole Inspection Services, City Project 09-16
SUMMARY RECOMMENDATION: It is recommended that the City Council approve the
attached resolution authorizing an agreement with Tele Scan, Inc. for Manhole Inspection Services,
City Project 09-16. The resolution authorizes the Mayor to execute an agreement with Tele Scan,
Inc. for an amount not to exceed $150,000, and the City Clerk to attest.
BACKGROUND:
Prior Council Action:
The City Council reviewed the FY 2009-10 Capital Improvements Plan (CIP) in Study Session on
March 28, 2009. The CIP allocated funds for this work.
Brief History
The City of Decatur maintains approximately 7,000 sanitary manholes, 3,000 storm sewer manholes
and 10,000 catch basins. In older areas of the City, many of the manholes are 80-100 years old.
The City currently has no program to proactively find defective manholes. Manhole damage is
currently found when maintenance work such as cleaning is performed or when there is a collapse.
When a collapse occurs the cost of repairing the manhole can increase significantly because of the
need to replace the whole structure.
Manholes that have reached the end of their useful service life and need rehabilitation can often be
repaired by lining techniques that are much less costly than removal and replacement of the entire
manhole. The purpose of the Manhole Inspection Services project is to catalog and rate the City's
manholes and link their reports to the City's GIS system. Having all of the manholes rated allows
the Public Works Department to prioritize and repair the most critical manholes and use City funds
in the most efficient and effective manner.
Request for Proposal Results
A Request for Proposal was issued by the Public Works Department staff for a renewable contract
for up to three(3) years to provide manhole inspections. The project was sent to 17 firms on June
10, 2009. There were two firms that submitted a proposal:
• Tele Scan, Inc., of Decatur
• National Power Rodding Corp.,of Chicago
Both firms have worked on similar projects and were invited to an on-site interview to perform test
manhole inspections for Public Works staff. Tele Scan, Inc. demonstrated the best ability to
Page 1
