f r <br /> Section 4. That all debris shall be removed by the City of Decatur prior to reopening the <br /> State Highway. <br /> Section 5. That the closure and detour shall be marked according to the Illinois Manual �� <br /> on Uniform Traffic Control Devices. <br /> Section 6. That the City of Decatur hereby agrees to provide IDOT with a Certificate of <br /> Insurance, assume all liabilities, and pay all claims for any damage which shall be occasioned by <br /> the closing described above and to hold harmless the State of Illinois from all claims arising from <br /> the road closings. <br /> Section 7. That the Chief of Police shall submit a community event road closing request <br /> to IDOT approximately ten (10) days prior to said closure, along with a description of the <br /> parade and detour routes, and that all emergency agencies be notified of the proposed road <br /> closure. <br /> Section 8.
