Public Works Memorandum
NO. 2009 - 62
DATE: July 1, 2009
TO: Honorable Mayor McElroy and City Council Members
FROM: Ryan P. McCrady, City Manager J
Richard G. Marley, P.E., Public Works Director` `
SUBJECT: Whitmore Township Pavement Maintenance Reimbursement, City Project
09-27
SUMMARY RECOMMENDATION: It is recommended by staffthat the City Council
approve the attached resolution authorizing funding up to $15,000 to be paid to Whitmore
Township as reimbursement for chip seal surface treatments to be installed on City streets as part
of the Township's 2009 chip seal work.
BACKGROUND:
Prior Council Action
The City Council reviewed the FY 2009-10 Capital Improvements Plan (CIP) in Study Session
on March 28, 2009. The CIP allocated funds for this work.
Rural Street Maintenance
As the City annexes land, it also receives jurisdiction over township streets within or adjacent to
the annexed area. The various townships around the City routinely place chip seal maintenance
treatments on their streets and often offer the City to participate on short street segments owned
by the City. This preserves the uniformity of the pavement surface and provides a cost effective
way for the City to maintain its rural street segments.
In 2009, Whitmore Township proposes to place new ship seal surfaces on Boyd Road, Garver
Church Road, and Christmas Tree Road and have offered to perform the work on the City owned
portions of these streets (see the attached map) that currently have chip seal surfaces. Allowing
Whitmore Township to perform this work will save the City nearly 30% of the cost of adding it
to an existing City contract, largely due to using the Township's chip supply which saves on
transportation costs and the large quantity of chip seal work they are completing.
POTENTIAL OBJECTION: There are no known objections to this proposed reimbursement.
INPUT FROM OTHER SOURCES: Whitmore Township
Page 1
