Marley, P.E., Director of PubGc Works � �� � G . <br /> � <br /> SUBJECT: Sanitary Sewer Backup Prevention Program <br /> SUMMARY RECOMMENDATION: <br /> It is recommended that the City Council approve the attached resolutions authorizing the Mayor <br /> to sign and the City Clerk to attest to the following: <br /> 1. An Intergovernmental Agreement between the City of Decatur and the Sanitary District <br /> of Decatur(SDD)regarding the implementation of a Sanitary Sewer Backup Prevention <br /> Program to prevent the City's sanitary sewers from backing up into homes. The <br /> Agreement defines the District's level of financial obligation to the Program not to <br /> exceed $25,000 for the current fiscal year and as funding permits thereafter. The District <br /> will be reimbursing the City for 25%of overhead sewer installation costs. <br /> 2. Authorizing the expenditure of up to $187,500 for reimbursement to homeowners who <br /> meet the requirements of the Sanitary Sewer Backup Prevention Program for the <br /> installation of overhead sewer systems in their residence. The resolution authorizes the <br /> City Manager to issue payments to a maximum of$5,625 per installation(including 25% <br /> SDD reimbursement)to reimburse 75%of the cost. <br /> BACKGROUND: <br /> Prior Council Action: <br /> The City Council reviewed the FY 2009-10 Capital Improvements Plan (CIP) in Study Session <br /> on March 28, 2009. The CIP allocated funds for this work. <br /> Sanitary Sewer System <br /> The City's sanitary sewer collection system is a complex system of pipes used to collect waste <br /> water and convey it to the Sanitary District's treatment facility located on Dipper Lane on the <br /> southwest side of the City. Houses have fixtures (toilets, sinks, drains, showers, etc.)that drain <br /> waste water into the plumbing system which generally converge together below the lowest <br /> fixture in the building. The house's service lateral then conveys waste water from the house to <br /> the City's sanitary sewer system. The property owner has ownership of the service lateral to and <br /> including the connection to the City's sewer system. <br /> Page � 1 <br />
