COUNCIL COMMUNICATION FORM
PURCHASING& 1NTERNAL SERVICES MEMORANDUM
#09-41
June 23, 2009
TO: Honorable Mayor McElroy and City Co cil
FROM: Ryan P. McCrady, City Manager
Ron Neufeld, Financial Management Director
Deborah M. Perry, Purchasing SupervisorQ
SUBJECT: Bids for Zero Turning Radius Mower
SUMMARY RECOMMENDATION: Staff recommends awarding contract to Sloan Implement to
furnish one (1) 2009 John Deere 997 zero turning radius mower.
BACKGROUND: This equipment is used by the Lake Services for mowing at the dredge site, the South
Water Treatment Plant, etc. It will replace a 1999 Ford New Holland CM274 riding mower currently in
service. The Ford New Holland had a 6 year useful life, but was held for an additiona 4 years. The New
Holland mower will be traded to Sloan Implement Company. The new mower is an upgrade since it is a
commercial mower due to the volume of acreage being mowed.
The low bid does not meet City of Decatur specifications. The City requested a unit with a shaft driven
PTO. The Hustler tractor bid by Rahn Equipment is belt driven which has a tendency for slippage and
breaking. In addition, City specifications requested large front and rear tires which are foam filled for
better ground clearance and less flat tires. The Hustler tractor has smaller tires which are not foam filled.
The City also requested a hydraulic mower deck for ease of transporting the unit to mowing sites and for
maintenance. The Hustler tractor does not have a hydraulic mower deck.
The second low bidder does not meet City of Decatur specifications. The City requested a tractor with
large front and rear tires for better ground clearance. The Grasshopper tractor bid by Hogan Grain has
smaller tires.
The third low bid submitted by Sloan Implement for the John Deere tractor meets City of Decatur
specifications.
POTENTIAL OBJECTION: None
INPUT FROM OTHER SOURCES: Lake personnel requested the mower and Fleet Maintenance
wrote the specifications.
STAFF REFERENCE: Richard Marley, Director of Public Works, 424-2747. Keith Alexander,
Director of Water Management, 424-2863. Richard and Keith will be at the council meeting to answer
any questions the council may have about this purchase.
BUDGET: $10,550 from the Equipment Replacement Fund.
