POTENTIAL OBJECTION: There are no known objections to this resolution. <br /> INPUT FROM OTHER SOURCES: Illinois Department of Transportation, BWC <br /> STAFF REFERENCE: Richard Marley, Director of Public Works and Matt Newell, City <br /> Engineer. Richard Marley and Bob Dean(BWC)will be in attendance at the City Council <br /> meeting to answer any questions of the Council on this item. <br /> BUDGET/TIME IMPLICATIONS: <br /> Budget Impact: <br /> The apparent low bid for the Garfield Avenue Bridge Improvement project is $1,166,472.80 of <br /> which$792,000 is to be from ARRA funding and the balance ($374,472.80)to be paid by the City <br /> of Decatur. Funding for the City's portion of the Garfield Avenue Bridge project is proposed to <br /> come from the Motor Fuel Tax Fund. This will require the reallocation of funds that will either <br /> delay or reduce a proposed traffic signal improvement project or require further reducing this <br /> � year's Concrete Street improvement project proposed in the Capital Improvement Fund. <br /> The proposed 2009 Concrete Street Improvements is to include work on West Main between <br /> Victoria and Wyckles Road and on Taylor Avenue between Grand and King. The work is <br /> proposed to include pavement patching,joint repairs, and diamond grinding. The traffic signal <br /> work that is likely to be delayed consists of installing battery backup systems at priority <br /> intersections, replacing failed traffic detection, and other various repairs. <br /> Under this agreement, the City will be required to fund any increases in the construction that may <br /> occur due to unforeseen issues that may arise during the work. <br /> Staffing Impact: <br /> The Capital Improvement Plan has allocated stafftime for construction inspection and managing <br /> the project. The City has a contract with BWC to provide structural engineering services during <br /> construction should problems arise that cannot be resolved by staff. The work should begin in <br /> August and be substantially completed late this year. <br /> This Memorandum was prepared by Matthew C.
