Marley, P.E., Public Works Director � <br /> SUBJECT: Correction to Public Works Memorandum No 2009-53. <br /> Agreements with Bainbridge, Gee, Milanski& Associates, Inc. for <br /> Construction Engineering and Resident Inspection of the City of Decatur <br /> South Elevated Water Storage Tank and Booster Pump Station and the <br /> Water Distribution Main from the SWTP to the Elevated Tanks, City <br /> Projects 06-17 and 03-23 <br /> The original memorandum dated June 26, 2009, indicated the ARRA funding process had a <br /> 25% loan forgiveness. This amount of the loan forgiveness should have been 50%up to a limit <br /> of$5,000,000. The corrections below are noted in bold italics fon� Please substitute the <br /> following language found at the bottom of page 3 with the following: <br /> IEPA Loan Process,ARRA Funding <br /> The Illinois EPA Loan utilizing ARRA funds provides SO%principal forgiveness for projects <br /> costing up to $10,000,000 which is equivalent to a grant of$5,000,000. The remaining SO% <br /> balance of loans for projects will be provided with a zero percent(0.00%) interest loan with a <br /> twenty(20) year repayment term. Should the two water projects cost more than a total of <br /> $10,000,000, the balance of the project cost would be funded using a conventional I-EPA low <br /> interest loan. <br /> 'The IEPA requires a full and complete loan application, which includes: an approved Project <br /> Plan accompanied by the appropriate checklist, certifications to assure appropriate financial and <br /> managerial capacity, certification that the necessary project site, rights-of-way, easements and <br /> permits for construction of the project have been obtained, approved design and bid packages, <br /> and various executed legal documents necessary for project implementation. <br /> (See table next page.) <br /> Page � 1 <br />
