h. Revise contract drawings to show location and nature of improvement as actually <br /> constructed and supply "as built" drawings consisting of an electronic file set and <br /> one set of blue line prints to the OWNER. <br /> i. Check all shop and working drawings. <br /> j. Review all reports by testing laboratories on equipment and material tested. <br /> k. Provide services to assist the OWNER in submitting a Project Performance <br /> Certification, processing payment requests, etc. as required by the Illinois Public <br /> Water Supply loan program regulations. <br /> 2. Resident Inspection - Provide detailed Resident Inspection Services, during construction of <br /> the proposed improvements, including but not limited to the following: <br /> a. Establish lines and grades and direct the layout of all work on the ground as <br /> construction proceeds. <br /> b. Provide inspection of the work for compliance with plans and specifications. Such <br /> inspection shall include those services which are customarily referred to as detailed <br /> resident inspection services provided that the ENGINEER shall not be responsible <br /> for the acts or omissions of any contractor(s), any subcontractor(s) or any of the <br /> contractor(s)' or subcontractor(s)' agents or employees or any other person (except <br /> his own employees and agents) at the project site or for the supervision, direction, <br /> control and work safety of any contractor(s) or for the construction means, methods, <br /> techniques, sequences, or procedures or for safety precautions or programs incidental <br /> to the work of contractor(s) or for any contractor(s)' failure to perform the <br /> construction work in accordance with contract documents. <br /> c. Keep a daily record or log of the contractor's activities throughout construction <br /> including notations on the nature and cost of any extra work. <br /> d. Supervise all inspectors, proportioning engineers and other technical personnel <br /> assigned to the project. <br /> e. Review and check all payment estimates, change orders, records, and reports <br /> pertaining to the construction activities. <br /> 3. Required Provisions <br /> a. The ENGINEER agrees to take affirmative steps to assure that disadvantaged <br /> business enterprises are utilized when possible as sources of supplies, equipment, <br /> construction, and services in accordance with the Clean Water Loan Program rules. <br /> As required by the award conditions of USEPA's Assistance Agreement with IEPA. <br /> The ENGINEER acknowledges that the fair share percentages are 5% for MBEs <br /> and 12% for WBEs. <br /> BGM 01-038C Page 2 <br />
