Chervinko,Deputy Chief of Police � <br /> SUBJECT: In-Car Video Camera Purchase <br /> SUMMARY RECOMMENDATION: The Police Department's recommendation is that <br /> Council approve the purchase of fifteen (15)Panasonic digital in-car video cameras and alI <br /> necessary hardware,software and storage from CDS Office Technologies. The Toughbook <br /> Arbitrator system from Panasonic is the in-car video camera system of choice of the <br /> Decatur Police Department. <br />' The Police Department has tested several digital in-car video systems and strongly , <br /> recommended the purchase of new in-car digital cameras for several years, but funding <br /> was not available. The PoGce Department proposes using$75.000.00 from the DITI Fund, <br /> $10,000.00 from the In-Car Video Camera repair line item and $41,507.00 from the Drug <br /> Fund. <br /> BACKGROiTND: Of the twenty-five(25) 8mm style in-car video cameras purchased in <br /> 2002, none remain in service. These cameras were purchased using grant funds from the <br /> Law Enforcement Block Grant for approzimately $4,500.00 per unit. There are currently <br /> no grant opportunities for the Decatur Police Department to purchase in-car video <br /> cameras. <br /> The Police Department's 2009 In-Car Video System purchase request is for fifteen (15) <br /> digital in-car video cameras. The Police Department's recommendation is that Council <br /> approve the purchase of fifteen (15) digital in-car video cameras from CDS O�ce <br /> Technologies. These first fifteen (15) cameras will be installed in the eleven designated <br /> district cars and the four designated traffic cars. Additional cameras will be purchased as <br /> funds allow and be installed in three designated K-9 unit cars, one-transport unit,three <br /> designated command cars, and eleven designated "down" cars. <br /> After extensive testing and evaluating,the Toughbook Arbitrator system from Panasonic is <br /> the in-car video camera system of choice of t6e patrol command officers,the patrol officers <br /> and the officers assigned to the Professional Standards Division. Members of the Patrol <br /> Division and the Professional Standards Division have tested several systems over the last <br />
