City Manager <br /> FROM: James A.Anderson,Chief of Police <br /> James R.Chervinko,Deputy Chief of P li � <br /> SUBJECT: Weed and Seed Equipment Purchase(Two Surveillance Video Systems @ <br /> $12,200 .00 each)W/REIMBURSMENT BY DEPARTMENT OF JiJSTICE <br /> SUMMARY RECOMMENDATION: The Decatur Police Department's portion of the <br /> Weed and Seed Grant(Year In.According to the grant,all personnel costs and equipment <br /> purchases are on a reimbursement basis. The Department of Justice has again approved the <br /> purchase of two video camera surveillance systems cosNng$12,200.00 each for a total of$24,400.00. <br /> They will be placed in strategic locations in the Weed and Seed site. The two surveillance systems <br /> will be purchased using the Police Department Small Capital Line Item and then the City will be <br /> reimbursed by the Department of Justice.Last year,two video camera surveillance systems were <br /> purchased in the same manner. <br /> BACKGROUND: With the acquisition of the Weed and Seed Grant(Year In,the Decatur <br /> Police Department seeks to use the grant funds in accordance with the rules and regulations set by <br /> the Department of JusNce.The Decatur Police Department strongly feels that having proactive <br /> officers in the Weed and Seed Site is our best opportunity to deter and/or reduce violent crime. <br /> Therefore,the Anti-Crime Team (ACT) has been allotted funding overtime reimbursement to <br /> conduct proactive enforcement measures and community policing initiatives in the designated <br /> Weed and Seed Site.$25,000.00 has been authorized for police equipment to be used directly in the <br /> Weed and Seed Site. <br /> Last year(Weed and Seed Grant Year n,two video camera surveillance systems were <br /> purchased from Vision Controls. Vision Controls was recently purchased by Paragon Development <br /> Systems(PDS). We are currently using PDS hardware and software on our two camera systems. <br /> The camera systems are highly overt,bullet resistant digital camera systems with full color, <br /> remotely controlled with optical and digital zoom capabilities. High quality digital video and still <br /> digital images can be retrieved from the systems for a period of 45+days.The remote control <br /> function is"pass work protected"and internet based which allows viewing from several offices at <br /> Decatur Police Department. The two additional surveillance systems will be purchased from the <br /> Police Departments Small Capital Line Item and the City will then be reimbursed by the <br /> Department of Justice,Office of Justice Programs,Community Capacity Development Office. <br />
