Irons, Assistant Director of EUD/Nei hborhood Outreach Mana er <br /> g � g �1� <br /> Vickie Buckingham, Neighborhood Programs Manager ; ` <br /> • �� <br /> DATE: May 4, 2009 <br /> SUBJECT: Consultation and Pre aration of 10-Year Plan to End Chronic Homelessness <br /> p <br /> SUMMARY RECOMMENDATION: Staff recommends approval of the attached Resolution <br /> authorizing an Agreement with Spannaus Consulting not to exceed $6,200. <br /> BACKGROUND: The Department of Housing and Urban Development (HUD) encourages <br /> communities to plan and coordinate resources to maximize the effect of available resources to address <br /> the challenge of homelessness. A five year Supportive Housing Plan for Chronically Homeless I, <br /> Persons Final Report was presented to the city council in 2005. Spannaus Consulting, Fred <br /> Spannaus, was involved in the preparation of the report. Due to his experience and knowledge <br /> regarding the issues facing homeless residents in the City of Decatur, Mr. Spannaus is readily capable <br /> to assist with the timely development of a 10-Year Plan to End Chronic Homelessness. <br /> POTENTIAL OBJECTION: No none objectors. <br /> INPUT FROM OTHER SOURCES: The Homeward Bound partners recommended hiring <br /> Spannaus Consulting to assist in the development of the 10-Year Plan. <br /> STAFF REFERENCE: Should the City Council have any questions, they may contact Richelle D. <br /> Irons at (217) 424-2864 or e-mail: rirons(didecaturil.�. <br /> BUDGET TIME IMPLICATIONS: CDBG Funds <br />
