 .
COUNCIL COMMUNICATION FORM
PURCHASING & 1NTERNAL SERVICES MEMORANDUM
#09-19
Apri16, 2009
TO: Honorable Mayor Carrigan and City Council
FROM: Ryan P. McCrady, City Manager ,
Ron Neufeld, Financial Management Director '
Deborah M. Perry, Purchasing Supervisor ,
SUBJECT: Bids for tree and bush removal
SUMMARY RECOMMENDATION: Staff recommends awarding contract to Walker's Tree
Care, Inc. to furnish herbicide application and tree and bush removal along the Route 51
Northbound embankment adjacent to and crossing Lake Decatur.
BACKGROUND: This project is being done for landscape maintenance of the shoreline. In
addition, from a safety standpoint, it will open the view of traffic on the road. Similar projects
were completed in 2006 on Lost Bridge Road and in 2007 on Rea's Bridge Road.
A condition of the bid was the successful vendor must dispose of the landscape debris from this
project in a legal and proper manner or in a landscape waste facility.
Staff received an opinion from the Illinois Department of Labor that the tree and bush removal is
not subject to the Prevailing Wage Act.
The low bidder has also provided the City with the necessary bonding requirements and proof of
insurance for this project. Walker's Tree Care, Inc. completed similar projects on Lost Bridge
and Rea's Bridge Road.
POTENTIAL OBJECTION: None
INPUT FROM OTHER SOURCES: Lake Services requested the work and wrote the
specifications.
STAFF REFERENCE: Keith Alexander, Water Department Director, 424-2863. Randy
Miller, Water Services Manager, 875-5705. Keith will be at the meeting to answer any questions
the council may have about this purchase.
BUDGET: $ 9993 Tree & Bush Removal
$ 307 Herbicide Application
$10,300 from the Water Lake Capital Fund
