Perry, Purchasing Supervisor�� <br /> SUBJECT: Bids for hydraulic extrication tool <br /> SUMMARY RECOMMENDATION: Staff recommends awarding contract to Towers Fire <br /> Apparatus to furnish the Hurst Hi Pressure hydraulic extrication tool. <br /> BACKGROUND: The new hydraulic extrication tool, or jaws-of-life, is used by the Fire <br /> Department for vehicle extrication. It will replace a 20 year old Lucas extrication tool currently <br /> in use on Engine 2. <br /> The low bidder does not meet City of Decatur specifications. The City requested a unit with a <br /> spreader force of 57,500 pounds minimum. The Holmatro tool bid by AEC has a spreader force <br /> of only 19,595 pounds. In addition, City specifications requested a ram tool with a minimum <br /> 60,000 pounds in the first stage and 29,000 in the second stage. The Holmatro tool has 49,145 <br /> pounds in the first stage and 18,210 pounds in the second stage. <br /> The difference in the spreader force and ram tool are important in ensuring the Fire Department's , <br /> ability to properly and safely perform extrications from vehicles. The Fire Department has <br /> indicated that the vehicles being made now are using stronger metal than in the past. This ', <br /> requires greater working strengths from the extrication equipment. The Fire Department has ' <br /> conducted demonstrations with different tools and need the higher strength rating to perform � <br /> their job effectively. ' <br /> The second low bid submitted by Tower Fire Apparatus for the Hurst Hi Pressure extrication tool 'i <br /> met the City of Decatur specifications with respect to the spreader and ram force required. 'i <br /> POTENTIAL OBJECTION: None I� <br /> INPUT FROM OTHER SOURCES: Fire Personnel requested the replacement and wrote the <br /> specifications. � I <br /> STAFF REFERENCE: Matt Sekosky, Fire Chief, 424-2811.
