11. BUYER shall pay the SELLER the sum of Four Thousand One Hundred Fifty Dollars ($4,150.00) <br /> at such time and place in Decatur, Illinois as shall be mutually agreeable to BUYER and SELLER, which event <br /> shall be called settlement. BUYER shall be entitled to possession of the Property on the date of settlement. <br /> Settlement shall occur no more than one month after the date of this agreement. <br /> 12. The BUYER shall provide monthly reports on the progress of the improvements. The BUYER <br /> shall allow inspections of the Property until the property has been rehabilitated to the reasonable satisfaction of <br /> the City. The BUYER shall provide tenant income certification annually to the City of Decatur. <br /> 13. The date of this agreement is the latest date of signing by any party. Each person signing this <br /> agreement is a party or the duly authorized agent of a party to this agreement with full authority to bind the <br /> party to the terms and conditions of this agreement on behalf of said party.
