f
, _
ENGINEERING & INFRASTRUCTURE MEMORANDUM
NO. 2009-22
DATE: Apri113, 2009
TO: Honorable Mayor Carrigan and City Council
FROM: Ryan P. McCrady, City Manager N" / /
v7 / -_ ,
Richard G. Marley, P.E., Director of Engineering& In rastructure
SUBJECT: Resolution Appropriating Motor Fuel Tax Funds for ,
Street Improvements '
SUMMARY RECOMMENDATION: I
It is recommended that the City Council approve the attached resolution appropriating II,
$2,200,000 in Motor Fuel Tax(MFT) funds for the proposed 2009 Street Restoration project, I
City Project 09-08, and that the Mayor be authorized to sign said resolution, and the City Clerk to
- attest.
BACKGROUND: '
Prior Council Action
On March 28, 2009, in Study Session for the Capital Improvement Plan review, City Council
received maps and location tables identifying streets recommended for improvement during 2009.
Each year the City Council appropriates MFT funds for street improvement work.
These Motor Fuel Taxes are levied and collected by the State of Illinois; funds are allocated to
local agencies and are administered by the Illinois Department of Transportation(IDOT). The
City is required to adopt a resolution specifying the allocation of MFT funds to their intended
project. IDOT must receive an MFT appropriation before they will approve project
specifications.
This resolution appropriates $2,200,000 in MFT funds for the City's proposed 2009 Street
Restoration project, City Project 09-08. The Street Restoration project is part of the annual
maintenance program that generally consists of milling off a portion of the esting asphalt street
surface and placing a new asphalt concrete surface course in order to restore the integrity of the
street surface. Some of the streets on this year's list will be reconstructed with a cement
stabilized base and asphalt overlay. A proposed street restoration list is attached.
City Engineering anticipates advertising for bids in May and should bring the project to the City
Council for a project award in June.
Page 1
