Mass Transit Memorandum <br /> No. 041309-1 <br /> Apri113, 2009 <br /> TO: Honorable Mayor Carrigan and City Council Members <br /> FROM: R an McCrad , Cit Mana er U' -" <br /> Y Y Y g <br /> Paul McChancy, Mass Transit Administrator � <br /> .�� � <br /> SUBJECT: FTA Capital Assistance Grant <br /> SUMMARY Staff recommends that Council approve a Resolution to authorize <br /> RECOMMENDATION: the filing of an application for federal capital assistance under the <br /> American Recovery and Reinvestment Act in the amount of <br /> � $1,697,301. <br /> BACKGROUND: The Federal Transit Administration (FTA)has announced that <br /> Decatur has been allocated $1,697,301 in capital grant funds under <br /> the American Recovery and Reinvestment Act. Projects that are ' <br /> eligible for these funds must be "shovel ready" -- able to be <br /> implemented quickly. The following transit projects are included <br /> in the annual Transportation Improvement Program and are ready <br /> to be implemented: <br /> • purchase of four buses; <br /> • purchase of two wheelchair vans; <br /> • repairs and improvements to the bus barn; <br /> • installing a water recycling system in the bus washer; and <br /> • resurfacing the asphalt parking lot. <br /> Staff estimates the cost of these projects at about $1.7 million. <br /> This gant does not require a local match. Additional capital funds <br /> may become available later this year. If so Decatur would be <br /> required to submit another grant application. <br /> POTENTIAL A public hearing was held to discuss this grant application. No <br /> OBJECTION: negative comments were received. There are no known or <br /> expected objections to this grant application. <br /> INPUT FROM Richard Foiles, General Manager, DPTS <br /> OTHER SOURCES: James Gillum, Maintenance Superintendent, DPTS <br /> STAFF REFERENCE: Paul McChancy, Mass Transit Administrator <br /> BUDGET/TIME The requested FTA capital assistance grant funds do not require a <br /> IMPLICATIONS: local match. This grant does not have any affect on Decatur's <br /> other operating or capital grants. <br />
