Mass Transit Memorandum
No. 033009-1
March 30,2009
TO: Honorable Mayor Carrigan and City Council Members
FROM: Ryan P. McCrady, City Manager W "
Paul McChancy, Mass Transit Administrator
 ,
SUBJECT: Purchase Order for Transit Bus Collision Repair
SUMMARY Staff recommends that Council adopt a Resolution awarding a
RECOMMENDATION: purchase order for collision repair of a Transit bus to the lowest
bidder: Prairie International Trucks, Inc.
BACKGROUND: In December Transit bus #9110 was damaged in an accident. The
bus slid on an ice covered side street and struck a large tree at the
front, curb-side corner of the bus. The list of repairs includes:
frame alignment, replacing the front cap and windshields, aligning ,
the floor pan and cross members, replacing the front passenger 'I
doors and repairing the door frame, replacing the wheelchair ramp, I
and repainting. The work has been delayed because the front cap I
was not available from the manufacturer until now. Because of the
extent of the damage, the work was sent out to a private firm with
the expertise to handle these repairs.
Transit's maintenance superintendent finds that there are only two
companies in Illinois that are qualified to do body work and repairs
on transit buses: Prairie International Trucks, Inc. (south of
Springfield) and Bus and Truck of Chicago, Inc. (Chicago). The
lowest bidder for this type of project is determined by getting
quotes from the qualified firms for a key element of the collision
repair, such as the replacement of the front cap and windshields.
Once the lowest bidder is determined, the bus is towed to that firm
for inspection. Based on the inspection, the firm then determines
the price for the repairs that are found to be necessary. In this case
Prairie International Trucks was found to be the lowest, qualified
bidder. This firm has done collision repairs for the Transit System
in the past and maintenance staff is confident that the firm is
qualified and capable of doing this work. The attached price quote
for$15,710 is for labor, paint and minor materials. The Transit
System is supplying the necessary parts.
POTENTIAL No objections are expected.
OBJECTION:
