"�: � � RESOLUTION NO. R2009-27 RESOLUTION REGARDING TEMPORARY CLOSING OF STATE RIGHTS-OF-WAY - ANNUAL COMMUNITY EVENTS - WHEREAS, the City of Decatur sponsors parades, road races, festivals and other such events which constitute a public purpose; and, WHEREAS, many of these events are held on State rights-of-way which will require the temporary closure of said highways; and, WHEREAS, Section 4-408 of the Illinois Highway Code, 605 ILCS 5/1-101 et seq., authorizes the State of Illinois Department of Transportation (IDOT) to issue permits to local authorities to temporarily close portions of State Highways for such public purposes. , NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF DECATUR, ILLINOIS: Section 1. That the following parades listed herein are conducted annually and have been approved by the Chief of Police in accordance with applicable ordinances of the City, and said r�quests have or will be granted, and furthermore, the Chief is hereby authorized and directed to forward to IDOT a request to close the effected portion of State highways, subject to the provisions of this Resolution: Saturday, March 14 St. Patrick's Day Parade/Parade Run Saturday, March 28 Boy Scout Lincoln Day Pilgrimage Saturday, Apri14 Lutheran School Booster Club Run/Walk Saturday, May 16 Decatur Power Drillers Parade Saturday, June 20 Juneteenth National Freedom Day Parade Saturday, July 4 Decatur Park District Firecracker Road Run Sunday, July 5 Rodney Miller Triathlon Friday through Sunday, August 1, 2, 3 Decatur Celebration Saturday, September 5 Betsy Smith Run/Walk Monday, September 7 Decatur Trades/Labor Labor Day Parade Saturday, September 19 Project Success Stick w/ Your Kids Parade Sunday, September 20 Autumn Shoreline Classic 15K Sunday, October 4 Prairie Pedal Biking Event Friday, October 16 MacArthur High Homecoming Parade Saturday,November 21 Jaycees Christmas Parade/Turkey Trot Thursday, December 31 YMCA 2K and SK Run/Walk Section 2. (A) That traffic from the closed portion of highway shall be detoured over routes with an all weather surface that can accept that anticipated traffic, which will be maintained to the satisfaction of IDOT and which are conspicuously marked for the benefit of traffic diverted from the State Highway, except as provided in subsections B and C hereof.
