ENGINEERING & INFRASTRUCTURE MEMORANDUM
NO. 2009 - 07
DATE: January 26, 2009
TO: Honorable Mayor Carrigan and City Council Members
.
FROM: Ryan P. McCrady, City Manager C `, ,,
Richard G. Marley, P.E., Engineering& Infrastructure Director —
SUBJECT: Agreement with Foth for Engineering Design of the Franklin Street Bridge
Lighting, City Project 09-03.
SUMMARY RECOMMENDATION:
It is recommended that City Council approve the attached Resolution authorizing an agreement
with Foth Infrastructure&Environment to provide engineering services for the design of the
Franklin Street Bridge Lighting project. The proposed agreement is for a fee not to exceed
$23,626.
BACKGROUND:
Franklin Street Bridge to be Reconstructed:
In 2008, the City was informed by the Illinois Department of Transportation of their intention to
replace the deck and portions of the substructure of the Franklin Street Bridge north of Eldorado
Street in 2011. This planned work requires the removal and replacement of the 16 City owned
street lights mounted on the bridge.
Contract with Foth Recommended:
IDOT contracted with Foth Infrastructure & Environment, an engineering firm located in
Champaign, Illinois, to perform the bridge rehabilitation design. Rather than hire another
engineering firm that would not be familiar with the project, City staff approached Foth to
propose a scope of services for the work. Using Foth should reduce costs for the City because
they are akeady familiar with the project which reduces start-up cost, and all work will be
performed within one organization which reduces coordination cost. Foth will provide the
lighting system design in conjunction with the structure design work they are currently
completing for IDOT. The design is to be incorporated into the bridge plans and the work will
be completed under the IDOT construction contract. At the completion of the design, the City
will need to enter into an agreement with IDOT to pay for the street light improvements at the
time this work goes out for bid.
Foth is a well qualified design firm. Allowing them to perform this design work in tandem with
the design work they are currently performing for IDOT will result in design cost savings to the
City. The street light poles will be similar to those proposed for the Eldorado Streetscape
Project. The recommended work is for a cost not to exceed $23,626.
Page 1
