Based on passenger counts for December, it appears that the
Transit System will lose about$1,500 in farebox revenue each
month that free rides are provided. So, extending the term of the
free rides by six months would result in a revenue loss of only
about$9,000 per year. That amount is not very significant
compared to the Transit System's $5 million annual budget. But
extending the time period for free rides and absorbing this loss
may provide significant public relations benefits locally, and may
promote better relations with State officials in Springfield who
control funding for transit systems.
The spirit of the law was to give disabled individuals free rides, but
it didn't take into consideration that it takes the State a period of
time to recertify Circuit Breaker qualifiers. Extending the deadline
to compensate for this gap in service seems appropriate.
POTENTIAL No known objection to this project.
OBJECTION:
INPUT FROM Richard Foiles, General Manager, First Transit
OTHER SOURCES:
STAFF REFERENCE: Paul McChancy, Mass Transit Administrator
BUDGET/TIME As described above, staff projects a revenue loss of about $1,500
IMPLICATIONS: per month, or about $9,000 for six months. No additional staff
time would be required.
