Marley, P.E., Director of Engineering& Infrastructure <br /> SUBJECT: Garfield Avenue Bridge Over 22°d Street Pin and Link Inspection <br /> City Project, City Project 08-28 <br /> SUMMARY RECOMMENDATION: <br /> It is recommended by staffthat the City Council approve the attached resolution <br /> authorizing an agreement with URS Corporation to perform an ultrasonic inspection of <br /> the Garfield Avenue Bridge over 22"d Street for a fee not to exceed $5,752, and that the <br /> Mayor be authorized to execute the agreement, and the City Clerk to attest. <br />' BACKGROUND: <br /> Prior Council Action: <br /> • December 18, 2000—City Council approved Resolution R2000-259 authorizing a <br /> contract with URS for engineering services to design the Garfield Bridge Pin and <br /> Link Replacement for an amount not to exceed $16,600. <br /> • December 10, 2001 - City Council approved Resolution R2001-219 authorizing a <br /> contract with Halverson Construction Company for$66,800 to replace the pin and <br /> link assemblies on the Garfield Avenue Bridge over 22°d Street. This work was <br /> completed in the spring of 2002. <br /> Pin and Link Assemblies: <br /> Bridges of all types experience movement both under the weight of traffic and from the <br /> actions of the elements such as the wind and also expansion and contraction due to <br /> temperature changes. Pin and link assemblies are used to help a bridge safely move , <br /> under these loads. These assemblies are no longer used in bridge design because they are I <br /> hazd to inspect and maintain properly. Critical damage can often go unobserved until it is ' <br /> too late. The Garfield Avenue Bridge over 22`"1 Street is the only bridge in the City , <br /> inventory with a pin and link design. <br /> Ultrasonic Testing is Required: <br /> The Illinois Department of Transportation(IDOT)requires that all pin and link <br /> assemblies be tested with ultrasonic testing equipment every 4 years to assure that there <br /> Page � 1 <br />
