Marley, P.E., Director o Engineering& Idfrastr�cture <br /> � <br /> SUBJECT: Ground Water Ordinance for former Johnson Oil, 1298 West Eldorado <br /> Street <br /> SUMMARY RECOMMENDATION: <br /> It is recommended by staffthat the City Gouncil approve the attached Ground Water Ordinance <br /> prohibiting the use of groundwater as a potable water supply for the area within 1,000 feet of the <br /> former Johnson Oil Lahniers Site, at 1298 West Eldorado Street. <br /> BACKGROUND: <br /> Prior Council Action: <br /> There have been no prior Council actions regarding ground water contamination at the former <br /> Johnson Oil site. <br /> Prior Council Action on Ground Water Ordinances: <br /> Since 2002, the City Council has authorized 9 ground water ordinances at various locations in <br /> the City. <br /> Ground Water Ordinance: <br /> City staff members with the Economic and Urban Development Department and the Engineering <br /> and Infrastructure Department were contacted by representatives of Johnson Oil Company, the <br /> former owner, and Romano Company, the current owner, of the Johnson Oil Lahniers Site at <br /> 1298 West Eldorado Street, regarding their remediation effort as the result of leaking <br /> underground storage tanks on the property. The estimated area impacted by contaminated <br /> ground water is shown on Figure 2. <br /> The area of soil contamination is confined to the site, (see Figure 1), and has not impacted public <br /> right of way. All right of way immediately surrounding the Johnson Oil site is under the ' <br /> jurisdiction of the Illinois Department of Transportation(IDOT). <br /> A Ground Water Ordinance is a tool used by the Illinois Environmental Protection Agency , <br /> (IEPA)to remediate properties where soil and ground water under the site have been ', <br /> contaminated by leaking underground storage tanks. This ordinance prohibits the use of , <br /> groundwater as a potable water supply within the area identified as having the maximum I <br /> potential for ground water contamination from gasoline released from the Johnson Oil site.
