3597 North Charles Street
November 6, 2008 ,
5. The third phase was to be the development of a second 19-unit apartment complex. Designed like
' the units built in Phase 1, the Phase 3 apartments would also be grouped into three (3) buildings.
Unlike Phase l, however, there would not be an additional community building. Residents of the
Phase 3 units were to share the community building facilities built in Phase 1. As in the Phase 1
apartments, the units would not include treatment services, as Heritage Behavioral Health would
' continue those services downtown.
PROJECT DESCRIPTION I
' 1. The petitioner proposes to amend the approved R-6 PUD to allow the modification of the building
and parking for the proposed Woodford Homes Apartment in place of Heritage Fields Phase II.
2. The petitioner has proposed the development of an apartment building (10,100 S.F.) with 12 one-
bedroom apartments instead of the 10-bed group home. The proposed Woodford Homes
Apartments would be for the use of Adult Clients of Heritage Behavioral Health.
3. The only access to this site is from Charles Street, there will be no direct access from Running
Reds Drive.
STAFF ANALYSIS
1. Staff believes that the proposed development is compatible with the surrounding area and will
have a positive impact on the area in general. The plan is consistent with the comprehensive plan
for high density residential use and the intent of the original R-6 PiJD.
2. Adequate landscaping is proposed for the frontage and parking. '
3. City water and sewers will be provided to the development.
4. No additional signs have been proposed for the development.
5. The R-6 PUD amendment has been reviewed by the City's Technical Review Committee;
Planning, Engineering and Fire have approved the proposed plan.
STAFF RECOMMENDATION
l. Based on the above analysis, the proposed Planned Unit Development amendment is consistent
with the intent of the original R-6 PUD. Staff recommends approval of the petition with the
following conditions:
a. The Department of Engineering and Infrastructure will require a signed Drainage Covenant to
be on file prior to Final Site Plans being approved.
b. Final site, landscaping and lighting plans shall be submitted to and approved by the Economic
and Urban Development Department, the Department of Enginelering and Infrastructure and
the Fire Department prior to building permits being released.
