COUNCIL MEMORANDUM <br /> #2008- 11 <br /> DATE: October 29, 2008 <br /> TO: Honorable Mayor Michael T. Carriga and City Council <br /> FROM: Ryan P. McCrady, City Manager <br /> Jerry Bauer, Assistant City Manag r � <br /> SUBJECT: 2006 IAFF Local 505 Contract <br /> SUMMARY RECOMMENDATION: Staff recommends that City Council approve the <br /> attached ordinance regarding the 2006-2010 IAFF Local 505 labor agreement with the <br /> City of Decatur. <br /> BACKGROUND: The firefighters' labor agreement with the City expired on April 30, <br /> 2006. Since that time, the parties have undertaken negotiations, mediation and interest <br /> arbitration to reach a successor agreement. The arbitrator's award was issued in mid- <br /> September, and terms of the agreement were subsequently ratified by the Union <br /> membership. <br /> Terms of the contract include annual across-the-board wage increases of 3.5%, 3.65%, <br /> 3.65%, and 4%; an increase to 13% in the rank differential between top lieutenant and <br /> top firefighter wages; an increase in the premium pay for EMT-I certification; an <br /> increase in hours of holiday pay in 2009 and the concurrent elimination of one holiday; <br /> establishment of a post employment health plan (PEHP); elimination of the <br /> comprehensive major medical (CMM) plan; annual increases in employee contributions <br /> for dependent health insurance coverage; and assorted change� in language regarding <br /> station bidding procedures, vacation selection, EMS staffing, and leave for military <br /> service. <br /> POTENTIAL OBJECTIONS: There are no known objections to this agreement. <br /> INPUT FROM OTHER SOURCES: None. <br /> STAFF REFERENCE: Questions regarding the agreement should be directed to Jerry <br /> Bauer, Assistant City Manager, at 424-2801 or ibauer(a�decaturil.qov. <br /> BUDGET/TIME IMPLICATIONS: This is a four year agreement that will expire April 30, <br /> 2010.
