No. 08-23 Petition of MARANAT A ASSEMBLY OF GOD, <br /> to rezone property ocated at 555 WEST <br /> IMBODEN DRIVE fi�om R-1 Single Family <br /> Residence District to l�D Planned Development <br /> District. � <br /> Mrs. Joselyn Stewart was sworn in by Mrs. Poland. <br /> Mrs. Stewart presented the recommendation of staff: ' <br /> The subject site is approximately 13.10 acres and is currently undev loped. The property abuts <br /> Maranatha Assembly of God with most of the land located south �f the Church. The site is <br /> currently zoned R-1 Single Family Residence District. The propose�l zoning for this site is PD <br /> Planned Development District. �I <br /> On May 5, 2005 the City Plan Commission voted 8-0-1 to approve � rezoning from R-1 Single <br /> Family Residence District to PD Planned Development. The petit�on was approved by City <br /> Council by a 6-0 vote on May 16, 2008. Since the construction o$this project did not occur <br /> within two (2) years of the date of approval by City Council, the Pla�ned Development expired. <br /> Any future development of the same site shall require approval of a �ew Planned Development <br /> in accordance with the requirements of Section XIX. of the Zoning Or�dinance. <br /> The petitioner is requesting to rezone to PD Planned Development td allow for the construction <br /> of Twenty-one (21) duplex units, One (1) single unit and Eighty (8 ) Assisted Living units on <br /> one (1) lot. The development is planned to contain 43 individually owned units with a target <br /> population of 50 years or older. There is one (1) more single unit located along the southern <br /> portion of the property that will be constructed pending the develop�r's final negotiations with <br /> Ameren. I, <br /> Parking will be provided by one (1) car garages and private drivew�ys. A total of Thirty-two <br /> (32) off street parking spaces will also be provided for the independenjt living center. <br /> According to the petitioners this development will occur in four(4) di�ferent phases. <br /> It has been determined by the Engineering and Infrastructure Depa�ment that a traffic impact <br /> report will not be required. They have determined that no additional traffic control is necessary <br /> for this development. The trips generated by this site should havel a limited impact on West <br /> Imboden Drive and its intersection with Rt. 51. <br /> Access to the property is to be provided from West Imboden Drive. � <br /> Adequate landscaping and buffer yards will be provided. <br /> Staff believes that the proposed development is compatible with th surrounding area and will <br /> have a positive impact on the neighborhood. The plan is consistent ith the comprehensive plan <br /> for low density residential development. The existing and proposed reets are adequate to carry <br /> the anticipated traffic of the development. The proposed utilities are adequate to serve the <br /> development. <br /> The PD plan has been reviewed by the City's Technical Revil�ew Committee; Planning, <br /> Engineering and Fire have approved the proposed plan.
