STONE, JR., ON <br /> BEHALF OF DECATUR MEMORIAL <br /> HOSPITAL, requesting that 2600 BLOCK NORTH <br /> MA1N STREET and 130 WEST PYTHIAN <br /> STREET be rezoned from the B-1 Neighborhood <br /> Shopping District and R-3 Single Family Residence <br /> Districts to the B-2 Commercial District. <br /> Mr. Mark Smith was sworn in by Mrs. Poland. , <br /> Mr. Smith presented the recommendation of staff: <br /> The properties at issue in this petition constitute the whole East half of the 2600 block of North <br /> Main Street, between West Damon and Pythian Streets. This block is on the west side of North <br /> Main Street. There are a total of ten (10) lots. The south lot was divided into two (2) properties. <br /> There are multiple property owners. The subject petition is requesting that the north two (2) lots <br /> and the south three (3) lots in the block be rezoned from the B-1 Neighborhood Shopping <br /> District to the B-2 Commercial District and that the middle five (5) lots be rezoned from the R-3 <br /> Single Family Residence District to the B-2 Commercial District. The subject petition states that <br /> the purpose for the request is to bring all ten (10) lots into the B-2 Commercial Zoning District <br /> which would a11ow the most attractive and most versatile zoning to be in place for future <br /> development. <br /> The Comprehensive Plan shows this one half block area as Commercial. The west half of the <br /> block is planned to remain Residential. <br /> The properties at issue in this petition constitute the whole East half of the 2600 block of North <br /> Main Street, between West Damon and Pythian Streets. This block is on the west side of North <br /> Main Street. There are a total of ten (10) lots. The south lot was divided into two (2) properties. <br /> There is a commercial building and associated parking area which occupy the north two (2) lots. <br /> The center six (6) lots are vacant. The south two (2) lots have small commercial enterprises on <br /> them. There is a house on the West part of the divided south lot. The proposed rezoning appears <br /> to be consistent with the character of most of the neighboring properties. The proposal also <br /> appears to be consistent with the intent of the Comprehensive Plan. Properties to the north, <br /> northeast, east, southeast and south are currently commercial. An open, rock surface alley <br /> separates the subject properties from the R-3 District to the west. <br /> Zoning districts found within a several block area include the B-1 Neighborhood Shopping <br /> District (east, southeast and south), B-2 Commercial (north, northeast, east and south) and the R- <br /> 3 Single Family Residence District (northwest, west, southwest and a small area southeast). <br /> In accordance with the City's Zoning Ordinance, any future development on the rezoned lots will <br /> require a buffer yard with additional landscaping in the rear and along any lot line if those lot <br /> lines adjoin or abut a residential zoning district. <br /> The lots in question are either developed and occupied predominately by commercial businesses <br /> or are vacant. There are many commercial businesses immediately north, northeast, east, <br /> southeast and south of this property. The Comprehensive Plan shows the area as Commercial. <br />
