There is a commercial building and associated parking area which occupy the <br /> north two (2) lots. The center six (6) lots are vacant. The south two (2) lots have small <br /> commercial enterprises on them. There is a house on the West part of the divided south lot. <br /> The proposed rezoning appears to be consistent with the character of most of the neighboring <br /> properties. The proposal also appears to be consistent with the intent of the Comprehensive <br /> Plan. Properties to the north, northeast, east, southeast and south are currently commerciaL <br /> An open, rock surface alley separates the subject properties from the R-3 District to the west. <br /> 2. Zoning districts found within a several block area include the B-1 Neighborhood Shopping <br /> District (east, southeast and south), B-2 Commercial (north, northeast, east and south) and <br /> the R-3 Single Family Residence District (northwest, west, southwest and a small area <br /> southeast). , <br /> 3. In accordance with the City's Zoning Ordinance, any future development on the rezoned lots ', <br /> will require a buffer yard with additional landscaping in the rear and along any lot line if � <br /> those lot lines adjoin or abut a residential zoning district. I <br /> STAFF ANALYSIS <br /> 1. The lots in question are either developed and occupied predominately by commercial <br /> businesses or are vacant. There are many commercial businesses immediately north, <br /> northeast, east, southeast and south of this property. <br /> 2. The Comprehensive Plan shows the area as Commercial. <br /> STAFF RECOMMENDATION <br /> 1. Based on the above analysis, staff recommends approval of the rezoning request. <br /> PLAN COMMISSION ACTION <br /> l. Section XXIX requires the Plan Commission to hold a public hearing on a rezoning request <br /> and forward its report and recommendation to the City Council for final approval.
