Excerpts from Plan Commission Minutes of July 3,2008 continued:
Ordinance. A motion to forward Calendar Number 08-21 to City Council with a
recommendation of approval is suggested.
Mr. Bill Clevenger entered at 3:09 p.m.
Mr. Jon Brunner, Real Estate Manager with Lamar Advertising, was sworn in by Mrs. Poland.
Mr. Brunner stated he has warked with City staff for approximately a year on IDOT's rules and
regulations, City code and neighboring cities to come up with some language to allow for the
off-premise digital message billboard. The benefits of this type of sign are that they are able to
be changed electronically via the internet and upload images and advertising in a matter of
minutes.
Mr. Steve John asked if Mr. Brunner was familiar with a sign that is southbound on Route 51 in
downtown Bloomington. Mr. Brunner acknowledged it is a Lamar sign. Mr. John stated he has
looked at that sign and is amazed that the sign does not cause accidents. Mr. Brunner said that
particular sign has been up for close to a year and there have been no complaints or problems
that Bloomington has made them aware of. Mr. John finds this sign overpowering and it strikes
him as a safety hazard. Mr. Brunner stated the brightness of the signs can be adjusted. He said a
study was done by a private company in Philadelphia and another was done by Virginia Tech on
the safety of electronic billboards. Both found no direct relationship between safety and the
electronic billboards.
There were no objectors present.
It was moved and seconded (Peck/Sadorus) to forward Cal. No. 08-21 to the City Council with
recommendation for approval as presented by staff. Motion carried unanimously.
