"FOREGROUND: A part of the message which is nearest the front of the display and is <br /> prominent in nature." <br /> "MESSAGE: The complete configuration of text, numerals, graphics, or animation <br /> displayed in the background and foreground within electronic message unit signs and off- <br /> premise electronic message unit signs." <br /> "SIGN, ELECTRONIC MESSAGE LTNIT: Shall mean a sign displaying text, numerals, <br /> graphics, or animation indicating the names of persons associated with events conducted <br /> upon or products or services offered upon the premise where the sign is maintained; is <br /> illuminated internally by means of electric bulbs, LCD or other similar methods; and is <br /> controlled electronically with the ability to be programmed to change." <br /> "SIGN, ELECTRONIC MESSAGE IJNIT MONUMENT STYLE: A monument style <br /> sign structure in which the electronic message unit is framed by a stone and/or masonry <br /> material. No electronic message unit shall sit on top of the stone and/or masonry material <br /> without the stone and/or masonry covering the entire unit." <br /> "SIGN, OFF-PREMISE ELECTRONIC MESSAGE LTNIT: Shall mean a sign <br /> displaying text, numerals, graphics, or animation located in certain non-residentially- <br /> zoned districts that advertise goods, products, services or facilities, or direct persons to a <br /> location different from where the sign is erected. These signs lare illuminated internally <br /> by means of electric bulbs, LCD or other similar methods, and are controlled <br /> electronically with the ability to be programmed to change." <br /> Section 3. That Section XXV.B.9. of the Zoning Ordinance of the City of Decatur (Ord. ', <br /> No. 3512 as amended by Ord. No. 2002-33) be, and the same is hereby, amended so that as so � <br /> amended said Section XXV.B.9. shall provide as follows: I <br /> 9. Electronic Message Unit Signs <br /> a. Electronic message unit signs may be located on the same sign � <br /> structure as non-electronic message unit signs. � <br /> b. Electronic message unit signs located in O-1, B-1, B-2, B-3, B-4, M-1, �� <br /> M-2 and PD districts may not be located within one-hundred (100) feet of the <br /> boundary of any residentially-zoned district or residential use. Electronic <br /> message unit signs in any residentially-zoned district may not be located within <br /> one-hundred (100) feet of the property and/or lot line of any residential use. <br />
