No. 08-41 Petition of DECATUR MEMORIAL HEALTH <br /> FOiJNDATION, to ame d the O-1 Planned Unit <br /> Development located i the 2200 BLOCK OF <br /> NORTH UNION STREE . <br /> Ms. Stickle presented the recommendation of staff: <br /> The subject site is located in the 2200 Block of North Union Street an was approved for a <br /> Planned Unit Development in April of 2002 by the City Council. The roperty is currently <br /> developed with parking lots and a family lodging facility. The Northe st corner of the subject <br /> property is currently undeveloped and the entire site is located within t e Institutional Overlay <br /> District. <br /> The petitioner proposes to amend the O-1 PUD to include the Eastern�ortions of Lots 49 and 50 <br /> of Butler Heights Subdivision that are proposed to be rezoned to O-1 Office District by another <br /> petition. The petitioner proposes to expand an existing parking lot located in the Northeast corner <br /> of the subject property located at 255 West Kenwood Avenue. The amendment will allow the <br /> petitioner to add another 59 parking spaces and to align the expansion of the parking lot with the <br /> current parking lot configuration. <br /> Staff supports an expansion of the current parking lot as it wil create a more practical <br /> configuration within the DMH campus. The subject property is curre tly within the limits of the <br /> Overlay District which allows for the use of a parking lot. However, the front yard parking lot <br /> setback is 25 feet in the Overlay District and the O-1 PUD allows f r a three (3) foot setback <br /> along West Kenwood Avenue. <br /> In staff's opinion, amending the boundaries of the O-1 PUD wil not adversely affect the <br /> neighboring properties. The amendment to the O-1 PUD is compat ble with the intent of the <br /> Comprehensive Plan, the Institutional Overlay District and the original O-1 PUD. <br /> Staff recommends approval of the amendment with the following cond'tions: <br /> The evergreen tree plantings shall have an installation height of six 6) feet. <br /> A six (6) foot fence or other screen permitted by the Zoning Ordinance shall be installed along <br /> the east side of the parking lot between the parking lot and the required buffer yard. <br /> Final site, landscaping, and lighting plans shall be reviewed and approved by the Economic <br /> and Urban Development Department, Department of Engineering and Infrastructure and the <br /> Fire Department prior to building permits being issued. � <br /> A motion to forward Calendar Number 08-41 to the City Council ith a recommendation for <br /> approval is suggested. <br /> Mr. Cochran, representative, stated he was available for any questions. <br /> There were no questions and no objectors were present. <br /> It was moved and seconded (Mickler/Sadorus) to forward Cal. No. 8-41 to the City Council <br /> with recommendation for approval as presented by staff. Motion carri d unanimously. <br /> Mr. Anderson asked if the members would be receiving the amended rdinance on signage that <br /> has been approved by the Plan Commission and City Council. Ms. tickle stated as soon as a <br /> clean copy from the City Clerk is received copies will be sent out. <br />
