Stewart, Transportation Planner� <br /> SUBJECT: Conditional Use Permit at 2505 North Main Street for Drive-thru Coffee <br /> Facility in the B-1 Neighborhood Shopping District <br /> SUMMARY RECOMMENDATION: Staff recommends approv 1 of the Conditional Use <br /> Permit with the following condition: Site plans shall be submitte to and approved by the <br /> Economic and Urban Development Department, the Depart ent of Engineering and <br /> Infrastructure and the Fire Department prior to the issuance of a buil ing permit. The City Plan <br /> Commission voted 11-0 to recommend approval of this petition at th July 3, 2008 meeting; the <br /> minutes of the meeting are attached. <br /> BACKGROUND: The subject site is approximately 1.28 acres a d is vacant. The subject <br /> petition requests a conditional use permit to allow the use of a drive-t coffee facility. A drive- <br /> thru facility located in the B-1 District requires a Conditional Use Perr�it. <br /> The petitioner plans to construct a drive-thru coffee facility which �vill have two (2) drive-up <br /> windows for quick in and out service. There will be no inside s�t down service provided, <br /> however, a walk-up window will be provided. <br /> The petitioner also plans on having an Automated Teller Machine (A M) service located on the <br /> property which is an allowed use in a B-1 District. This ATM will nly have four (4) stacking <br /> spaces instead of five (5) as required by the Zoning Ordinance. <br /> The proposed commercial use is consistent with the intent of the Co prehensive Plan and the <br /> Decatur Urban Corridors Plan. <br /> POTENTIAL OBJECTION: There were no known objectors t the Plan Commission <br /> Meeting. <br /> INPUT FROM OTHER SOURCES: The Conditional Use Permit w�as reviewed and approved <br /> by the City's Technical Review Committee; Planning, Engineering andl Fire. <br />� I <br />
