. , .
ECONOMIC AND URBAN DEVELOPMENT MEMO NDUM
Memo No. 08-88
July 16, 2008
TO: Honorable Mayor Michael T. Carrigan and City Council
FROM: John A. Smith, Interim City Manager
Greg C. Crowe,Assistant City Manag
Suzan Stickle, Senior Planner f'
SUBJECT: Rezone 550 North Edward Street from M-1 Intense Commerci 1/Light Industrial to PD Planned
Development
SUMMARY RECOMMENDATION: Staff recommends approval of the re oning with the following
condition:
a. Final site, landscaping and lighting plans shall be reviewed by the Ec nomic and Urban Development
Department, the Department of Engineering and Infrastructure an the Fire Department prior to
construction.
The City Plan Commission voted 10-0-1 to recommend approval of this petitio as presented at the July 3,2008
hearing; the minutes of the meeting are attached.
BACKGROUND: The subject site is currently developed with a bank that ha two (2) drive-up teller lanes and
drive-up Automated Teller Machine (ATM) lane as well as parking for custo ers and employees. The subject
petition requests rezoning to PD Planned Development to allow for the cons ction of a new canopy and two
(2) additional drive-up teller lanes to be located on the north side of the buildi g. The petitioner also proposes
to build a 70 square foot addition on the north side of the building that wil house the ATM and the night
depository.
Parking spaces provided exceed the requirements of the Zoning Ordinance. T e bank itself requires 12 spaces,
17 spaces are provided. The drive through lanes require 25 stacking space with 23 being provided, staff
believes even with the reduction of stacking spaces, the design will improv on the current situation which
generally has traffic backed up onto North Edward Street during peak bankin hours. Landscaping that meets
the requirements of the Zoning Ordinance are being met in the proposed develo ment landscaping plan.
The proposed development is consistent with the character of the surroundin development and general area.
The proposed redesign is consistent with the intent of the Comprehensive Plan. The Comprehensive Plan shows
the area as Heavy Industrial, however, this banking facility has been at this lo ation for a number of years and
adds stability to the area. Not only should this facility not increase traffic in th area it should ease some of the
congestion that occurs at peak times.
POTENTIAL OBJECTION: There were no lrnown objectors at the Plan Co ission meeting.
INPUT FROM OTHER SOURCES: N/A
STAFF REFERENCE: Any additional questions may be forwarded to Suzan tickle at 424-2786 or at
sstickle(adecaturil. ov.
BUDGET/TIME IMPLICATIONS: None
I
